"Please recall that immediately following Pearl Harbor, thousands of persons left the West Coast for safer areas. If an atomic attack came, this number would be multiplied many times over. It would be fortunate if we had areas with water and power facilities far removed from our vulnerable and heavily populated urban centers to which these people could go. The area in the Upper Colorado Basin would be ideally suited for such a development."
