In this interview, Randy Ray discusses his role as Executive Director for the Central Colorado Water Conservancy District regarding the 2013 floods in Northern Colorado. Ray's work for Central is to augment the river depletions created by pumping and consuming local alluvial ground water for agricultural purposes.
